Charter Renewal 2024

Samoset Council’s 2023 Charter Renewal will begin October 1, 2023 and run through December 1, 2023.  All units are requested to complete their annual online recharter no later than December 1, 2023 so we can get them all finalized, processed, and posted before year end.

Pre-Charter Renewal - Important steps before logging in

  • Inventory your members and collect fees.  Collect BSA registration fee & Scout Life subscription fee from each youth and adult that will be continuing their membership.  Your unit committee may choose to pay these fees from funds raised during the annual popcorn sale.
  • Secure completed membership applications, including required signatures, for all new youth and new adult members.   Adult applications must include a signed Disclosure/Authorization Form and also include proof of having completed Youth Protection Training. 
  • Youth Protection training is required for all BSA registered volunteers.  Youth Protection training must be taken every two years. If a volunteer’s Youth Protection training record is not current the volunteer will not be reregistered.

During Charter Renewal - How to Complete the Online Recharter

  • Have a Key 3 or designee access the Internet Recharter 2.0 system at advancements.scouting.org. (Note: The former Internet Recharter system is no longer active). 
  • Click the Recharter option on the bottom of the left-hand column. 
  • Review the Recharter roster. If applicable, upload any Youth Protection, Background check, or applications that are needed. 
  • Once reviewed, scroll down to the bottom of the screen and click the "Validate Recharter and Pay" option. Some errors may populate, however, only errors indicated with a red exclamation point cannot be bypassed. If there are errors marked with a yellow circle, these errors can be reviewed by the Council and the Recharter can still be submitted. 
  • Click "Proceed to Payment". If this option is greyed out, review the errors noted by the system and correct them. 
  • You can pay the Recharter fee using a credit card, eCheck, or submit payment to the Council office. Note: There is a  $1.00 convenience fee when using an eCheck and a 3% fee when using a credit card). If submitting a physical payment to the Council, please fill out any checks to Samoset Council and verify the correct Recharter amount by printing out a copy of your invoice and submitting it with your payment.

Post-Charter Renewal - What to do While You Wait

  • Make sure to submit your tax exemption Form, youth protection training record, and charter agreement to the Council office at 3511 Camp Phillips Rd., Weston, WI 54476. 
  • Keep an eye out for any follow-up communications from the council staff.
